My daughter has had severe eczema since she was a baby, she was referred to the hospital and put on a?

treatment programme there by the dermatologist – the main focus of her care was bandages/steroids..this was 2 years ago however and my GP seems reluctant to refer her back to the hospital for a follow up review etc.
Instead GP prescribed stronger steroids which the pharmacist expressed concern over – as my daughter is only 2..
Given that steroids can thin the skin and are not advised for prolonged use I feel like I am beating my head against a brick wall – without them she would be in constant pain/with them she could be damaging her skin long term..
Aside from this too, GP just repeat prescribes all her numerous other emollients/ointments/creams etc..but as I say after 2 years with no improvement I feel she needs a review from those who specialise in this field and don’t know how to get a non-commital/dismmisive (but otherwise friendly etc) GP to help?
Not a pushy/demanding person by nature and got the impression that there was a monetary rather than clinical reason..
Help! Is there a way to access secondary care (hospital) opinion within the NHS or will I be forced to go private? Really stressed out over this and especially galled that I have battled to control/manage her condition day/night for over 2 years with only a repeat prescription from her GP – no follow up calls/checking on her etc and this one time I ask for help I left feeling like I was being a pest..
Yet at the same time as I say armed with an even stronger steroid because Em’s skin was so bad that day..
